Título: La enseñanza superior e inserción laboral de los profesionales con formación en turismo y áreas afines: el caso del polo turístico Salvador e entorno

Resumen: Este estudio es resultado de una investigación relacionada a turismo y desarrollo sostenible, concentrado en las áreas de educación, formación superior e inserción laboral. Son investigadas y analizadas las principales dificultades que encaran los licenciados en Turismo y áreas afines (Hotelería, Turismo y Hotelería, Administración Hotelera) al momento de insertarse al mercado laboral turístico, dada su formación en las instituciones de enseñanza superior en el Pólo Turístico Salvador e Entorno, durante el período 2000 a 2005. Para el desenvolvimiento del estudio fue abordada metodología cualitativa-cuantitativa que trabaja en función de las percepciones de los actores involucrados, acerca de las características del segmento turístico y del mercado laboral. También es analizada la formación superior en los cursos de Turismo y áreas afines ofrecidos por las instituciones de enseñanza superior del Pólo. Finalmente, son capturadas percepciones sobre las particularidades de la oferta de la mano de obra y del proceso de inserción laboral en el sector. Los resultados muestran que los actores perciben a la actividad turística como eminentemente estacional, dificultando la formación de una mano de obra altamente cualificada; el mercado laboral turístico presenta un exceso de oferta de mano de obra con baja remuneración, justificada por la ausencia de espacios laborales, que en muchos de los casos son ocupados por personal técnico; los cursos de turismo y áreas afines poseen un contenido amplio marginando la relevancia de prácticas laborales, no promueven la profundización de un idioma extranjero; aspectos que llevan a los estudiantes a buscar fortalecer estas falencias en otros cursos técnicos. Se encuentra que la vocación y la proactividad son factores que deben ser cultivados en el proceso de formación superior. La forma de encarar la dirección de las prácticas laborales por parte de las instituciones de enseñanza superior constituye una limitante para el profesional al momento de insertarse al mercado. Para dar lugar a una inserción efectiva, los actores consideran que debe mejorarse la articulación entre las instituciones de enseñanza superior y aquellas responsables por la contratación de personal.
This study centres on higher education, advanced training and employability in the specific framework of tourism and sustainable development. It analyses the main difficulties encountered by tourism and hotel administration graduates when attempting to enter the labour market in Salvador and the neighbouring areas, difficulties which appear to be directly linked with the education given by the Higher Education Institutions. The study analyses the graduate employment scenario from 2000 to 2005. Through a qualitative- quantitative research, this study interprets the perceptions of all of the stakeholders with respect to the specific requirements of the sector of tourism and the labour market in the area, together with an analysis of the local higher degrees in Tourism and Hotel Administration offered by the higher education institutions. Conclusions are reached with respect to the perceived requirements of the labour market, as voiced by all of the various agents. The results show that the agents realize that the tourist activity in the area is highly seasonal, thus making it difficult to pay high salaries which will attract highly qualified staff. Thus, the tourist market is staffed by a low-cost workforce, with vital posts often covered by technically trained staff, with no idea of forecasting or consumer psychology. The University tourism courses are also dense in theoretical aspects, with placements relegated to a level of lesser importance, and without insistence on the need to speak a foreign language, thus dissuading the students from pursuing them and directing them towards the more technically biased training courses. A sense of vocation and a pro-active attitude are considered to be vital towards ensuring success in a degree course, but are sadly lacking at present. Practical placements as they are envisaged at present in higher education are deficient, and the lack of practical experience is viewed as a serious handicap when looking for employment. The various agents interviewed consider that greater articulation should exist between the institutions of higher education and the agents responsible for contracting staff in the many different areas covered by tourism.
